AOpencircuitTo connect the LEDs in set you will need a minimum voltage of 3.5V * 4 = 14V. In general, LEDs are connected per 3 with 12V. For LEDs in series you can use a base resistor in combination with a 10K potentiometer. With a parallel connection, you need a base resistor per LED (470 ohms at 5V, against short circuit when the potentiometer has no resistance) and a 10K potentiometer. You can also connect a potentiometer to a microcontroller such as the Arduino and control the LEDs via PWM.
